Procedure Standard

  • A Video recording tape must be handled, stored, recorded and moved in a manner that ensures the validity of its use as evidence

Procedure

  1. The Video recording will be sealed in an appropriate tape container.
  2. The tape container will be labelled with the following information:
    • Name of prisoner(s)
    • Prisoner(s) PRN
    • Name of Camera Operator.
    • Names of C&R or incident response team members
    • Date of Incident
    • Start Time of Incident
    • End Time of Incident
  3. The recording container (an exhibit bag that contains the labelled and sealed tape container and any other relevant information) will be labelled with the ‘Video Recording Label’ form.
  4. Information about the video recording is recorded in the ‘Video Recording Register’.
  5. The video recording is stored in an identified and appropriate secure area by the Prison Manager.
  6. Video recording information is included in the Incident Report and the Prison Manager is informed.
  7. Where a video recording is moved from its secure location, it is authorised by the Prison Manager and the ‘Video Recording Register’ is updated by the Prison Manager.

Key Roles and Responsibilities

Video Camera Operator

  • Ensures the video recording is secure
  • Locates a witnessing officer from the event
  • Labels and packages video recording in sealed recording container
  • Ensures the video recording is placed in a secure location by the Prison Manager as soon as possible
  • Enters information about the video recording in the ‘Video Recording Register’

Witnessing Officer

  • Witnesses the storage of video recording and signs the ‘Video Recording Register’

Prison Manager

  • Ensures video recording information is included in the incident report
  • Ensures video recording remains in a secure location until it is either used as evidence or disposed of
  • Ensures video recording movements are recorded in ‘Video Recording Register’
  • Ensures video recording is properly stored and labelled
  • Authorise disposal and method of disposal of video recording
  • Designates officers to dispose of the video recording
