Scanners

  • There are two types of scanners used in New Zealand prisons:
  1. Walk-through scanners (Archway Metal Detectors- AMDs); and
  2. Hand-held scanners (Wands)
Step Action
1 Before commencing duty all scanning equipment will be checked by an officer to ensure it is in working order.
2 An officer will stand on the ‘sterile’ side of the Archway Metal Detector (AMD), in such a way as to:

a) observe persons approaching the screening point; and
b) be able to monitor the indicator panel on the AMD.

3 No person shall proceed past the screening point without first being cleared by the officer (except with the approval of the Prison Manager or authorised officer).
4 The officer at the screening point controls the flow of persons proceeding through the AMD (see attached flow procedures).
5 Persons are checked by means of a hand-held scanner:

a) When the AMD alarm is activated after two passes
b) At any time the officer deems it necessary
c) If for any reason the AMD is unavailable or inappropriate.


Entry Criteria

  • There are four criteria for gaining access to facilities with AMDs:

First Scan Pass:
The person is permitted to enter after passing through the AMD without causing it to activate (or with the approval of the Prison Manager or authorised officer).

2

Second Scan Pass:
The person is permitted to enter after passing through the AMD a second time without causing it to activate (or with the approval of the Prison Manager or authorised officer).

3

Third Scan Pass:
The person is permitted to enter after scanning by a hand-held scanner (or with the approval of the Prison Manager).

4

Decision Pass:
With the approval of the Prison Manager or authorised officer.


Metallic Items

  • Persons seeking entry to the facility are requested to identify all metallic items on their person and place them on the tray provided
  • The officer(s) shall satisfy themselves that the items do not pose any threat to the safety and security of the prison
  • Where it is not practical to place metallic items on the tray, the officer(s) shall satisfy themselves that the item carried on the person is not ‘masking’ the identification of any unauthorised item
  • If the person or conveyance passes through the AMD twice and is scanned with the hand-held scanner, the officer is still not satisfied that the person or conveyance is ‘clear’, the person shall not be permitted to pass the screening point
  • Only when satisfied that a person is not carrying any unauthorised items, shall an officer allow any person to proceed past the screening point

Infant and invalid entry

  • When an infant or invalid arrives at a screening point in a conveyance (i.e. pram, pushchair or wheelchair), where practicable the person in the conveyance is to be requested to leave the conveyance, and if possible proceed through the AMD unaided (or with a caregiver in the case of an infant)
  • If this is not possible for an invalid, the conveyance must be inspected by the most effective means

Medical Certificate exemptions

  • Visitors with a medical certificate exempting them from scanning may be invited to undergo a rub-down search. The visitor should be informed the rub-down search is being done instead of a routine scanner search
  • Should the visitor agree to being searched then a rubdown search is conducted in accordance with Section 89 of the Corrections Act 2004
  • If the visitor does not consent to a rubdown search a decision is made on whether or not they are to be admitted without being searched. This is based on the degree of threat posed and the safety and security of the prison

Other issues

  • Any person who is unable for any reason to go through an AMD may be scanned by a hand-held scanner in a private area
  • Any sealed or otherwise unidentifiable packages or objects found on any person or conveyance being screened shall be passed to the officer for inspection
