Application
Unless prisoners require the specialist facilities or are transit prisoners, the following rules will apply:
- All prisoners transferred to Auckland Prison (East Division) other than from Mt Eden Prison or Auckland Prison (West Division) must be transferred with an up-to-date CB security classification, with an accompanying transfer report detailing any specific concerns posed by the prisoner. Where practicable, this information should be forwarded to the Prison Manager of Auckland Prison in advance of the transfer.
- To facilitate muster management in greater Auckland, prisoners received at Auckland Prison (East Division) from Mt Eden Prison and Auckland Prison (West Division) may be of BB or, rarely, AB, but must have an up-to-date security classification. Prisoners who are CB are to have an accompanying transfer report.
- When there is insufficient accommodation at Mount Eden Prison, accused prisoners may be accommodated at Auckland Prison (East Division).
Transits
The following rules apply to transit prisoners:
- Prisoners who are received with a BB or AB security classification (only from Mt Eden Prison) must have a negotiated placement at Auckland Prison (West Division) pre-arranged to occur within a fortnight of their reception at Auckland Prison (East Division), or they must be transferred to another prison at the earliest scheduled escort possible, but within a fortnight.
- AA security prisoners are not to be transferred to Auckland Prison (East Division), except in exceptional circumstances. Any AA security prisoners who are received due to muster considerations at other prisons must be transferred out within seven days, either to a 60-bed unit at Auckland Prison (West Division) or to another prison. This may necessitate Auckland Prison (West Division) transferring out prisoners from their 60-bed units to provide accommodation for any AA security prisoners with exceptional reasons to remain in the Auckland Region.
- As far as possible, transit prisoners’ containment and privileges are to be consistent with their security classification.
- If muster pressures require a temporary variation to these requirements the approval of the Manager Support Service / Assistant General Manager (Operations) must be sought.
