Procedure Standard

  • A prisoner is lawfully released with proper documentation.

Procedure

  1. Prison Manager checks and signs the release papers.
  2. The Release Checklist (C.04.02.F1) is completed in the presence of the prisoner prior to release and the completed form is placed in prisoner's file.
  3. The prisoner is positively identified.
  4. The prisoner checks whether property matches property list, and if correct signs for the property and is issued with it.
  5. It is confirmed that the prisoner is issued only with items identified on the property list.
  6. If property does not correspond to the property list, the issue is referred to relevant unit manager for prompt resolution.
  7. Prisoner signs for receipt of earnings and trust money and they are issued.
  8. Where the prisoner is to travel by public transport, either the prisoner is issued with a ticket or the prisoner signs for fare provided.
  9. Eligible prisoner signs the correct Steps to Freedom form, retains the original and a signed duplicate copy is placed on prisoner's file.
  10. Prisoner is issued with an electoral roll re-enrolment pack.
  11. Prisoner is issued with a Keep Safe Pamphlet.
  12. Release documentation is completed.
  13. The conditions of the release licence are explained; the prisoner signs an acknowledgement that the conditions are understood (form C.04.01.F8) and retains the original licence.
  14. The prisoner is escorted to the nearest place of public transport or other agreed place and released.
  15. The relevant people and organisations are notified of the prisoner’s release according to requirement and where applicable release documentation is faxed to the correct Community Probation & Psychological Services office.
  16. IOMS is updated, and the prisoner file and medical file are sent for storage.

Key Roles and Responsibilities


Prison Manager
  • Check and sign release papers.
Unit Manager
  1. Liaise with administration in preparation of documentation.
  2. Promptly investigate property claims to assist resolution and recommend resolution to Prison Manager.
Receiving Officer
  1. Prepare release documentation.
  2. Liaise with Community Probation & Psychological Services, National Office records, and computer operator.
  3. Effect the release.
  4. Ensure prisoner understands the requirements of the licence, their responsibilities and the consequences of non observance.
