Target Population
Prisoners under 20 years of age who are placed outside youth units following the administration of the TBI (18 or 19 year olds), or expulsion from youth units by the GMPS (youth prisoners aged 17 years and under).
Performance Standards
- The placement of a prisoner under 20 years of age (excluding transfers made under section 142A of the Criminal Justice Act 1985) is approved by the Prison Manager.
- The placement of a prisoner under 20 years of age in any unit/prison is consistent with his sentence management plan.
- A prisoner under 20 years of age must have the same opportunities and access to the same resources, wherever practicable and reasonable.
