Procedure Standard

  • HRX prisoners are identified in accordance with the agreed procedures.

Pool of Potential Offenders

At least once a month Community Probation & Psychological Services (CPPS) will run a query to extract from IOMS all sentenced prisoners who are within one calendar month of their first parole board appearance (with the exception that all prisoners serving an indeterminate sentence will be considered by PS within two months of reception) and who are identified in any of the following categories:

  1. Prisoners serving a sentence of 5 years or more as a single term (not a combination of sentences) for serious sexual  and / or violent offending, and who have a RoC/RoI score of 0.7 or above,
    or
    Prisoners serving a sentence of 5 years or more as a single sentence (not a combination of sentences) for serious sexual and / or violent offending, and who have a RoC/RoI score below 0.7 will also be considered for inclusion in this category.
  2. Prisoners serving a sentence of 5 years or more as a single term (not a combination of sentences) for serious sexual and / or violent offending and who score in the high category on the STATIC-AS.
  3. Prisoners who are subject to an order made persuant to Section 105 of the Criminal Justice Act 1985 or under Section 107 of the Parole Act 2002.
  4. Prisoners serving a sentence of Preventive Detention.
  5. Prisoners who had a HRX Flag end dated will be considered for HRX Flag reactivation following imprisonment for further offences.
  6. Prisoners and offenders who pose an undue risk of further serious violent and / or sexual offending on the basis of historical factors and clinical indicators and who are not covered under categories 1-5 above.

Procedure

  1. Community Probation & Psychological Services identifies the pool of potential HRX offenders
  2. Community Probation & Psychological Services determines HRX where appropriate and activates the HRX Flag on IOMS
  3. Prison sites access HRX prisoner names by means of a PS CARS report updated daily.

PS to advise prisoners on request

If requested by a prisoner, Corrections Officers are to explain the purpose of HRX, why he/she has been determined as HRX and the consequences of the HRX status (for example, working outside the wire).

Key Roles and Responsibilities


Director Psychological Service (or delegate)
  1. Approves HRX prisoners and activates HRX flag on IOMS.
Prison Manager (or delegate)
  1. Access HRX prisoners through PS CARS report
  2. Ensures that CPPS is notified within the agreed timeframes that an HRX prisoner is to be released.
