Procedure Standard

  • Information to be shared with the Community Probation & Psychological Services (CPPS) is in accordance with legislative and inter-agency agreed requirements, and within the timeframes specified.

Procedure

  1. Advise the local CPPS office and CPPS Head Office Operations as soon as possible (at a minimum five working days) that an HRX prisoner is to be released (either at Statutory Release Date or as directed by the NZ Parole Board), or as soon as practicable following a release directive from the NZ Parole Board (using D.12.02.F1 Notification of HRX Offender's Release from Custody).
  2. Provide the local CPPS office in respect of highest risk offenders on Home Detention or released under sub part 2 of Part 1 of the Parole Act 2002 with details of their identity, recent photographs (i.e. within the last three months) and details about any new tattoos or tattoo removals, scars or deformities that occurred while the offender was in prison.  This information should be included in the appropriate section of the Forms D.12.02.F1and D.12.02.F2.
  3. When an HRX offender is released on Home Detention, the prisoner's physical address must be included in the "Conditions of Release" field. If there are special curfew or non-curfew association conditions these must also be included in this field.
  4. When an HRX prisoner is released by the NZPB and if one of the conditions is that the prisoner must reside at a specified physical address, this address must be included in the "Conditions of Release" field on the form.

Key Roles and Responsibilities


Prison Manager
  1. Ensures that the local CPPS office and CPPS Head Office Operations are notified, within the agreed timeframes, that an HRX offender is to be released from prison custody.
  2. Ensures that the local CPPS office and CPPS Head Office Operations are notified, within the agreed timeframes, that an HRX offender is to be released to Home Detention. 
  3. Ensures that the information detailed in the procedure above is provided to the local Police and CPPS office, in particular the HRX prisoner's IOMS photograph, is recent (taken within the last three months).
