To be eligible for referral to the PFU, a prisoner must:

  • identify as a Pacific person
  • successfully complete the PFU pre-entry assessment
  • have a sentence management category of Intervention, Maintenance, Short Serving or Motivation
  • have sufficient sentence length to allow a placement of at least 13 weeks in the unit (that is, has a nominal sentence of at least 26 weeks); and
  • agree to be placed in the PFU.

Spare bed capacity

Spare bed capacity in the PFU will be prioritised for offenders who meet the eligibility criteria and are waitlisted in order to protect the environment and status of offender wellbeing.

Inter-regional Transfers

Inter-regional transfers will be as per the PPM Section C.03.

Child sex offenders

Child sex offenders who not eligible for Te Piriti or Kia Marama may be accepted to the Pacific Focus Unit. Each case will be determined on a case-by-case basis with input from Psychological Services in conjunction with the Inmate Service Manager. This will result in the development of specific programmes as required.
