Requirements
Procedure
- Staff members will escort all prisoners moving anywhere throughout the Prison unless otherwise approved by a Unit Manager.
- Each unit will move prisoners to their appropriate placement in accordance with the Unit Daily Disposition Sheet or Approved Programme / Court lists.
- A B03.03.F1 form should be prepared by the Unit for all Inmates moving to CIE work places. This form requires the Unit staff and CIE instructors to record the movement of inmates in and out of the unit each day including the recording of programmes, musters or other appointments that the inmate may attend while under CIE supervision. The completed form is to be returned to the Unit and retained for record purposes.
- Each movement is recorded in the Unit Log Book upon departure from a unit/area, and arrival at a unit/area.
- No prisoner is to leave the Unit unless they are wearing their identification card.
- Rubdown searches are to be conducted on prisoners prior to leaving the unit.
- When prisoners are to be moved through any area, staff are to ensure that prisoners who have requested segregation are kept separate from other prisoners.
- The number of staff involved with any prisoner movement will be commensurate with the prisoner’s security classification, status and behavioural attitude.
- All prisoners moving to and from their designated work places will move at prearranged times.
- The Escorting Officer must hand Prisoners over to the Destination Officer who will acknowledge receipt and responsibility for the Prisoners. Prisoners are not to be left in an area without informing the officer in charge of that area.
- Prisoners working in outside-based employment positions (CIE) enter and exit the prison via the rear kitchen grille under escort, and the Master Control Officer records the movement in the Log.
- Prisoners returning from temporary release enter and exit the institution via the Receiving Office or, if outside normal Receiving Office hours, via the main reception area, and their movement is recorded in the Master Control Log Book.
- Searches will be conducted in accordance with PPM B.15 Searching. Search method will be determined by unit of origin and destination.

Key Roles and Responsibilities
Corrections Officer / CSU Movements Officer
- Move prisoners in accordance with Unit Daily Disposition Sheet.
- Advise Master Control before moving an Prisoner through the prison, to ensure a clear passage.
- Amend Muster board and note the movement in the Unit Register and on IOMS.
- Check that prisoner wearing identification card.
- Rubdown search Prisoner prior to leaving area.
- Ensure officer in destination area aware of prisoner movement prior to commencement.
- Accompany Prisoner directly to destination, handing him over to staff to supervise. Staff in the destination area must be informed.
- Prisoners passing through any metal detectors are to be monitored by the escorting officer. Any alarm activation from the metal detector requires rub down search of prisoner by escorting officer.
Master Control
- When requested to ensure clear passage for prisoner movement through the prison, check all corridors etc then confirm clear passage and facilitate prisoner movement.
- Record movements of prisoners approved to work outside via the Kitchen in Master Control Log Book.
- Record after hours movements, e.g. prisoners returning from temporary release.
PCO
- Give written approval for inter-unit transfer.
- Determine staff ratio for escorting which reflects prisoner’s at risk, security and classification status.
