Procedure Standard

  • To ensure that prisoners are appropriately placed.

Procedure

  1. On completion of the Reception & Assessment processes, the Receiving Officer will inform staff in the relevant units that there are prisoners in the Receiving Office to be placed.
  2. Where possible co-offenders should be put into different units. Where this is not possible co-offenders will not be celled together. Receiving Office staff will identify co-offenders and pass this information on to accommodation unit (refer Corrections Regulations, 2005 (186(5)).
  3. Escorts between accommodation units and the Receiving Office will be carried out by CSU staff.

Special Needs Prisoners

  1. Any prisoner who is identified at risk during the assessment process will be placed in the Special Needs Unit.

Segregation Prisoners

  1. Adult prisoners requesting segregation from the mainstream population will be asked to fill out Part A of the ‘Approval For Voluntary Segregation of an Prisoner’ form and managed in accordance with PPM B.20. These prisoners will be referred to the Segregation Unit for placement.

Youth

  1. Youth (under 18 years of age) will be identified from the details contained on their warrants and will be placed in the Youth Unit.
  2. Youth who also make an application for voluntary segregation are to be segregated from the mainstream youth population.
  3. Note: It is not appropriate for youth to be placed in the same unit as adult offenders.
  4. Youth segregation will be managed in accordance with local current practice for ACRP. Placement will be dependent on the number of segregated youth held in the prison at any one time. Where a Receiving Officer is unsure about the appropriate placement of a particular prisoner he or she will contact the Segregation Unit Manager on call for clarification.

First Time in Prison

  1. Mainstream prisoners who are First Time Prisoners will be identified by Receiving Staff, or by the assessment process and will be placed in the Induction Unit. Any placement of an prisoner other than a First Time Offender in the Induction Unit will be determined by availability of space and by the attitude of the individual prisoner. Prisoners who are likely to cause a disruption will not be placed in the Induction Unit.

Mainstream Prisoners

  1. Other mainstream units will be allocated prisoners by the Receiving Office in accordance with the current operating practices.
  2. Care should be taken to ensure difficult to manage prisoners are spread throughout the remaining mainstream units and are not placed in one unit.

Management Unit

  1. Where Assessment personnel have concerns or Receiving Office staff have received information that indicates the placement of a particular prisoner in a mainstream unit would be unwise or a risk to the security of the institution, the placement will be determined by the Prison Manager / On-call Manager

Placement Briefing

  1. The CSU Manager will brief the Receiving Officer on prisoner placements where appropriate or where the Prison Manager has changed the way in which a particular accommodation unit is to be managed.
  2. The CSU Manager / RO PCO will be responsible for the appropriate placement of prisoners, in consultation with the Unit Managers, during his or her shift.

Key Roles and Responsibilities

Prison Manager

  1. Give approval of prisoners entering the Management Unit.

CSU Manager

  1. Seek approval for prisoners entering the Management Unit.
  2. Brief Receiving Office staff on the way in which cells in particular mainstream units are to be allocated.

Receiving Officer

  1. Allocate prisoners who have completed the Receiving and Assessment process cells in unit in accordance with current operating practices.
  2. Pass any information onto the CSU Manager, including that gathered during the assessment process which may necessitate the placement of a particular prisoner in the Management Unit.
  3. Identify co-offenders and pass this information on to accommodation unit staff.
  4. Accommodation Unit Staff
  5. Receive prisoners from the Receiving Office and place them in cells in accordance with unit procedures.
  6. Complete the induction process.
  7. Ensure co-offenders are not placed in the same cell.
