Procedure Standard

All prisoners are:

  • legally detained according to the law;
  • assessed to determine their immediate risk/needs;
  • orientated to the routines and procedures in place at the Prison;
  • effectively managed in accordance with the legislation and relevant policies.

Procedure

  1. All prisoners, on arrival at the Auckland Central Remand Prison, will undergo a reception and orientation process. The reception/orientation process comprises:
    • admission;
    • immediate risk/needs assessment; and
    • orientation
  2. Reception/orientation will be conducted in two areas:
    • Initial admission procedures will be carried out in the prisoner reception and processing section (Receiving Office).
    • The reception/orientation process will then be completed in the residential unit designated for that prisoner.
  3. On arrival, the prisoner will undergo initial processing in the Receiving Office. This will include:
    • confirmation of warrant details and identity;
    • receipt from escort officers;
    • check of entry of warrant and identity details inputted into information system (IOMS);
    • full search and if necessary shower;
    • property receipted;
    • full registration and identification card;
    • ability to make application for segregation;
  4. Prisoners will also undergo a health reception screen and assessments in the receiving area to determine immediate needs and at risk status.
  5. The prisoner will be issued with prison clothing and escorted to their allocated residential unit. The remainder of the reception orientation process will be carried out in the prisoner’s residential unit. Corrections officers will be available for this purpose. Prisoners on protection will be housed immediately in their respective units. In this second stage, the following actions will occur for each prisoner:
    • bedding and other items (such as toiletries) will be placed in cell;
    • cell allocation;
    • work allocation;
    • assessment completed by an assessor, and
    • orientation provided, which will include:
      • prisoner induction handbook
      • rights and responsibilities
      • sentenced prisoners classified
      • rules, routines and procedures
      • Sentence Planning process
      • management expectations of behaviour
      • discipline process
      • grievance process, including access to Inspectorate and the Office of the Ombudsman.
      • agencies servicing the prison
      • visits, telephones, letters and property
      • options for work, vocational training and education.
  6. The focus during induction is to be one-on-one interviews and counselling supported by:
    • group briefings;
    • tours;
    • detailed prisoner handbook;
    • meetings with other prisoners and
    • induction video.
  7. Interpreter services will be provided to non-English speaking prisoners as required. The interpreter card will be utilised to assist in this regard.

Key Roles and Responsibilities

Receiving Officer

  1. Establish whether prisoner comprehends English. If prisoner does not, arrange for registered interpreter assistance.
  2. Complete the following procedures:
    • identity check and warrant read to prisoner
    • check need for urgent medical attention
    • property receipted from Police/Escort
    • body receipted from Police/Escort
    • brief prisoner on reception process
    • prisoner property card completed
    • prisoner searched
  3. Record prisoner details in the Receiving system (IOMS) (e.g. Contact person / Description / General / Gangs subsystems)
  4. Issue prisoner with prison clothes, if applicable (refer PPM B.01.01).
  5. On completion of reception process, escort prisoner to unit

Assessor

  1. Conduct Immediate Needs/Risk assessment with each prisoner on reception. Where prisoner is assessed as having at risk status, consult with nurse.
  2. Arrange for the second part of the prisoner’s assessment to be completed within prescribed timeframes (PPM A.06.01).

Nurse

  1. Complete Reception At Risk Screen/Suicide Assessment Form with each prisoner on reception. Where the at risk status is confirmed refer prisoner to the Special Needs Unit to be managed by the High Risk Assessment Team (HRAT).
  2. Complete Health Reception Screen on all prisoners received into ACRP in accordance with PPM B.06.
