Policy Objective

To ensure the safety of staff and the security of the prison is not compromised by unauthorised cell phone access or use at ACRP.

Performance Standards

  1. Other than those with the approval of the Regional or Prison Manager. All visitors to ACRP are prohibited from carrying cell phones into the prison.
  2. Contractors working on the “Site” unless they have prior Approval from the Prison Manager are prohibited from carrying cell phones.
  3. Staff or persons working in the positions listed in the following paragraph have approval to carry and use a cell phone within ACRP.
  4. Anyone seeking to carry a cell phone within or on the ACRP site, must make application to The Regional or Prison Manager on Form B.11.ACRP.F1 for approval.

Staff working in the following positions or acting in the following positions have approval to carry and use a cell phone inside the ACRP.

  • Regional Manager
  • Prison Manager
  • Regional Health Manager
  • Regional QA Team
  • Nurse Team Leader
  • Crime Prevention Manager/Officer
  • Regional Dog Handler
  • Custodial Managers
  • Chief Fire Officer
  • Inspector of Prisons
  • Ombudsman and his Investigators
  • Members of the National Parole Board
  • Chief Executive
  • General Manager Public Prisons
  • Drivers of CHUBB escort vehicles performing Inmate Escorts and wearing approved identification.

Unauthorised Use of Cellphones

Any person who is found to be in unauthorised possession of a cellphone is to be referred to the Prison Manager/CSU Manager or Crime Prevention Manager.

Where prisoner visitors are found to be carrying cellphones, the Crime Prevention Manager is to be contacted to deal with the visitor: options though not exhaustive may include contacting Police, issuing a Prohibition notice

Where staff are found to be in possession of a non approved cellphone, the Prison Manager is to be informed immediately

Where prisoners are found to be in possession of a cellphone, the Crime Prevention Manager is to be informed immediately and the Prisoner Discipline process (PPM A.07) is to be commenced by the Corrections Officer locating the article

Key Roles and Responsibilities

Regional Manager/Prison Manager

  1. Approves list of exemptions
  2. Approves all applications to carry cell phones on site.

Crime Prevention Manager

Deal with members of public found with unauthorised items

Corrections Officers

Prepare incident and/or misconduct reports
