Procedure
- CO or staff member notifies PCO where prisoner placed is displaying disruptive and/or problematic behaviour.
- PCO/Unit Manager collates incident/misconduct or other relevant reports and submits to Prison Manager together with an application to segregate the prisoner and place him in the Management Unit
- Where the Prison Manager directs that a prisoner is to be segregated under section 58, Corrections Act 2004, or
Where a prisoner has been sentenced by the hearing Adjudicator or Visiting Justice to a term of cell confinement (sections 133,137, Corrections act 2004),
Unit Manager/PCO (Management) puts prisoner on interim BRAT plan.
- Management Unit staff ensure BRAT list updated regularly and included in daily situation report
- Behavioural Risk Management Team (BRAT) is to meet weekly, and will include UM, Management (Chairperson), Assessor Team Leader, Level Two Custodial Representatives (UM/PCO) , Psychologist, Psychiatric Nurse or delegate. Optional membership: as required, including Crime Prevention Manager, Cultural Advisor, Educational Co-ordinator, and Chaplain.
- BRAT Chairperson is to table new referrals for discussion, ensure that intervention plans are finalised and a review date is set. Existing intervention plans must be reviewed, and any discharges agreed on and actioned.

Key Roles and Responsibilities
Corrections Officer
- Establish BRAT file in accordance with checklist.
Unit Manager
- Ensure that appropriate procedures are followed should a prisoner be placed on segregation for the purpose of security, good order or safety.
- Ensure that relevant documentation concerning any prisoner identified as requiring placement in the Management Unit has been completed and forwarded to the Prison Manager for approval
- Ensure that individual prisoner’s management plans include specific reference to measures that will take place to assist the prisoner’s return to the general prison population
- Ensure that the performance standards in respect of PPM A.10 Minimum Entitlements (national policy) are met at all times
- Chair BRAT meetings and ensure that the BRAT files are available at the meetings.
- Sign all IIP (Individual Intervention Plan), PMP (Prisoner Management Plan), and Release Advice.
Management Unit Housing Control Officer / Unit Officer
- Ensure that any prisoner arriving in the Management Unit is managed as per the Prison Manager’s direction for segregation (Section 58, Corrections Act 2004) and the prisoner’s Individual Intervention Plan.
- Initiate and maintain a BRAT file for all receptions into the Management Unit, which will be stored in the Management Unit Housing Control.
- Sign all Individual Intervention Plan & Modifications and other forms as per delegation.
- Record on daily basis observations on the Prisoner’s Progress Notes held in the BRAT file.
Nurse
- Once advised by the management unit of the reception of an prisoner into the management unit, the prisoner will be assessed for ‘at risk’ status and any health needs that may relate to their confinement, within 2 hours.
- The assessment and its findings will be documented in the medical record and information relevant to the safe management of the prisoner in the Management Unit recorded in the prisoner’s BRAT file.
- If an prisoner is identified as being at risk, the prisoner will be managed in accordance with the HRAT policy.
Assessor
- To contribute to the implementation of an Individual Intervention Plan, and the Prisoner Management Plan.
- Record the reason for any contact with the prisoner and any information relevant to the prisoner’s management and safe care on the progress notes of the prisoner’s BRAT file.
Psychiatric Nurse
- The psychiatric nurse as required will assess all prisoners placed in the Management Unit.
- Will record any information relevant to the prisoner’s management and safe care on the progress notes of the prisoner’s BRAT file.
- If the prisoner is identified as “vulnerable” the psychiatric nurse will alert housing control staff advising of the nature of the vulnerability.
- Attend weekly BRAT review meetings.
- Provide training for Corrections Officers in the management of prisoners with mental health issues.
Psychologist
- The psychologist, as required, will assess prisoners placed in the Management Unit.
- Will record any information relevant to the prisoner’s management and safe care on the progress notes of the prisoner’s BRAT file.
- If the prisoner is identified as "vulnerable" the psychologist will alert housing control staff, advising the nature of the vulnerability.
- Attend weekly BRAT review meetings.
- Provide training for Corrections Officers in behaviour management of prisoners.
- Provide an evaluation/audit of BRAT, where required by the Prison Manager.
