A Local Requirement

NRCF operates as an open facility within a secure perimeter. Internal security is managed using a system that determines an prisoner’s access to areas. Access is determined by security classification. Access is classified according to a system of zones.

Prisoners have full access in order to participate in scheduled activities.

Closed

All accommodation units are closed units. Only prisoners housed in a unit are allowed access to that unit.

Designated

These are employment, education or programme areas. They are accessible to prisoners only at the times and for the activities included in their Structured Day.

No Go

No Go areas are restricted to escorted prisoners only

The areas are clearly defined either by physical barriers or by landscape features. Area boundaries will be conveyed clearly to prisoners as part of their induction into the facility.

Performance Standard

  1. Access to areas will be determined for each prisoner based on:
    • The prisoner’s security classification
    • The prisoner’s internal risk category 
    • The prisoner’s sentence plan and required access to employment, education and programmes
  2. Prisoner movement around the facility will be unescorted between and within areas zoned for access for that prisoner. This includes prisoner movement to and from individual assignments and individual appointments. Movement will follow the procedures laid out in A.01 Routine Internal Prisoner Movement.
  3. Remand prisoners, youth and prisoners with high internal risk must always be escorted.
  4. Custodial staff may at any time request an escort for an prisoner if:
    • the prisoner has acted in such a way as to indicate he is unlikely to comply with movement rules
    • the prisoner has indicated he poses a risk to himself, others or the facility;
    • the movement requires escorted movement, as determined by Unit staff
  5. Movement is managed by dynamic security, which consists of:
    • active management
    • a high level of staff mobility
    • a system of crime prevention information gathering
    • a system for prisoner internal movement management (refer A.01 Routine Internal Prisoner Movement)
  6. Dynamic security will ensure that:
    • prisoners are moving only between or within areas they are permitted to be in and no prisoner is in an area for which he does not have access
    • prisoners are where their schedule requires them to be at the time they are supposed to be there
    • prisoners deviating from their schedule without permission are immediately located by staff and returned to the correct location
    • prisoners are accounted for in accordance with the requirements of B.03 Prisoner and Facility Checks
