Procedure Standard

Daily prisoner movements are managed to ensure they are completed as scheduled.

  • A.01.01.F1 Daily Prisoner Movement Schedule, hereafter referred to as Unit Disposition Sheet
  • B.03.03.F1 Prisoner Handover Sheet
  • A.01.NRCF.02.F1 Permission slip

Requirements

Procedure

  • Prisoner movements are scheduled and coordinated at the facility and unit level
  • All movements are actioned as scheduled
  • Unscheduled movements are completed in accordance with A.01.NRCF.02 Unscheduled Prisoner Movements
  • Unit is kept informed of any change to a prisoner’s scheduled movement such as an unscheduled appointment
  • Unit notifies prisoners destination of any unscheduled movement
  • Area manager (e.g. Programmes, Medical) ensures units are advised of changes to scheduled activities (e.g. cancellation of a scheduled session)
  • Prisoner location checks are completed as per G.01.NRCF.02

Key Roles and Responsibilities

Custodial Staff

  • Monitor and record prisoner movements into and out of areas and units
  • Issue and retrieve identification cards
  • Issue and retrieve permission slips as needed
  • Check ID card and authority to move (either permission slip or check with accommodation unit) for any prisoner you suspect is out of zone or is moving without authority

  • If in unit, check unit disposition sheet for departure time and destination
  • If in area, check expected attendees list (e.g. medical appointments list, programme attendance list) for departure time
  • If prisoner requires escort:
    • Arrange escort with CSU or accommodation unit staff
  • Issue identification card
  • Enter destination and number of prisoners signed out into accommodation unit log book or in staff notebook
  • If prisoner is leaving unit complete rubdown search B.15.01.R4

Custodial staff issue permission slip

Custodial officer in area

  • Determine if unscheduled movement is necessary
  • If unscheduled movement is necessary, issue permission slip. Refer A.01.NRCF.02.

Check ID card and authority to move for any prisoner suspected of being out of zone or moving without authority

Custodial staff

  • Stop the prisoner
  • Query where prisoner is going and the time he needs to be there
  • Check authority to move (either permission slip or check with accommodation unit)
  • Contact unit to decide action which could include:
    • apply active management technique and let prisoner continue free movement
    • apply active management technique and issue permission slip for destination or unit
    • apply active management technique and escort to destination or unit
  • Record in staff notebook if appropriate

Prisoner arrives at destination

Custodial officer

  • Check list for expected prisoners
  • Collect ID card from each prisoner
  • Check each prisoner name and ID card against expected prisoners list
  • Store ID cards securely
  • Collect any permission slips if applicable.
  • If returning to unit complete rubdown search B.15.01.R4

Unit staff

  • Keep custodial officer at destination informed of any delays or changes to prisoner schedules
