All prisoners are assessed for their internal risk to determine the way prisoner movement will be carried out. A prisoner’s internal risk category may be reassessed whenever circumstances change, or on request of the prisoner.

Procedure
- A prisoner’s internal risk category takes into account the prisoner’s behaviour and attitude, and includes:
- Cooperation and compliance with facility rules
- Participation in and attendance at scheduled activities
- Previous escape history and attempts
- IDU status
- Acts of aggression towards other prisoners or staff
- Type/s of offence/s committed
- Continuing association with gang members
- Prisoner’s attitude to his crime and sentence
- A prisoner’s risk must be reassessed if a prisoner is found guilty of a disciplinary offence that involves any of the activities listed above.
- The assessment is carried out by the Assessment Unit upon admission, or by the Case Officer in the case of a reassessment when the prisoner is already resident.
- A prisoner may request a reassessment of his internal risk category at any time. A prisoner cannot request a review within 6 months of his last requested review.
- A prisoner may be subject to a reassessment at any time if circumstances indicate that the prisoner now poses a greater internal security risk than originally determined (e.g. an prisoner attempts escape).
- Assessments are signed off by the Unit Manager.
