Procedure Standard

All prisoner movements that are not scheduled on the unit disposition sheet are controlled through a system of permission slips.

Procedure

  1. A permission slip is issued for every unscheduled prisoner movement:
  2. Details of every permission slip issued must be recorded in the unit log
  3. Only custodial staff may issue and sign a permission slip.
  4. Unscheduled movements may:
    • Be requested by custodial or non-custodial staff
    • Be a scheduled movement that is delayed through no fault of the prisoner e.g. urgent unit manager request to see prisoner that delays his departure for a scheduled activity
    • Result from a non-life-threatening situation such as injury or accident that requires immediate attention
  5. A permission slip may be used for no more than two consecutive unscheduled movements
  6. A permission slip must be carried by the prisoner throughout an unscheduled movement. Permission slips are to be carried in a manner determined by issuing officer.
  7. All permission slips must be surrendered to custodial staff when:
    • the prisoner returns to his accommodation unit; or
    • the permission slip has been used twice.
  8. At the end of each day all permission slips must be reconciled to the unit log.
  9. Permission slips must be destroyed once reconciled.

  • Complete permission slip (A.01.NRCF.02.F1)
  • Arrange escort or supervision if necessary
  • Issue and receive permission slips and ID cards

Accommodation unit staff

  • Record unscheduled prisoner movements in unit log book

Inform prisoner of request

Custodial Staff  

  • Inform prisoner of who wants to meet with him and why
  • Ask prisoner for consent if request comes from:
    • Police
    • Lawyer
    • Other external visitor e.g. Kaitiaki
  • Prisoner consent is not required if request comes from:
    • Custodial staff
  • If prisoner refuses consent:
    • Encourage prisoner to co-operate and take responsibility
    • If prisoner still refuses, inform person issuing request
    • Record action in notebook
  • If prisoner gives consent:
    • Arrange escort to and supervision in visit area if required

Contact destination and confirm approval for movement

Custodial staff

  • Contact destination and describe reason for requested movement
  • Confirm when requested destination is able to see prisoner
  • Provide details of prisoner to requested destination
  • If confirmation is denied:
    • Inform prisoner
    • Arrange alternative if required

Fill out permission slip

Custodial staff

  • If confirmation is received:
    • Fill out permission slip A.01.NRCF.02.F1 by adding name of prisoner, date, time of departure, destination, expected time of arrival, sign it and add your tag number

Issue identification card and permission slip

  • Issue identification card and completed permission slip to prisoner

Inform accommodation unit

Custodial staff

  • Inform unit of movement details when prisoner has departed

Unit staff

  • Check with Master Control to see if the unscheduled movement can be completed without conflicting with other movements (i.e. youth, remand)
  • If not, delay the movement until you have clearance from master control
  • Record movement

Confirm prisoner identity and permission for movement

Custodial staff

  • Check that name on ID card and name on permission slip match
  • Confirm that ID card matches prisoner
  • Confirm time, date and destination on permission slip

Retrieve identification card and permission slip from prisoner

Custodial staff

  • Retrieve prisoner identification card and permission slip.
  • If prisoner is at accommodation unit:
    • Destroy permission slip
    • Record details in unit log
  • If prisoner is not at accommodation unit:
    • Retain slip until prisoner is due to leave
    • Cross out previous details on permission slip and enter new destination
    • Sign permission slip
    • Return permission slip and identification card to prisoner
    • Inform unit of prisoner’s departure time and new destination
