The objectives of this project were agreed by NCAG under the original Terms of Reference as (i) to achieve an understanding of the range of home detention programs currently operating in Australia and New Zealand and (ii) to identify available measures of successful outcomes of the HD programs and analyse the factors underlying variations in performance across jurisdictions. In benchmarking terms 1 , these two objectives reflect process benchmarking and performance benchmarking respectively.
