Allocation of Psychological Service treatment resources should be based on:

  1. probability of risk of reconviction and seriousness of offence

  2. demonstrated treatment effectiveness

  3. the need for clinical research to:
    • identify psychological variables to enhance the accuracy of reconviction prediction
    • refine existing and develop new psychological techniques to assess psychological variables impacting on the probability of reconviction
    • identify psychological variables which treatment must address to reduce probability of reconviction
    • refine existing and develop new psychological techniques to assess psychological variables which treatment must address to reduce probability of reconviction
    • refine existing and develop new psychological treatment techniques to effectively reduce probability of reconviction.

  4. the need to treat both sentenced and remand inmates psychologically disturbed by being in prison.
